This book has been written in a time of confusion and uncertainty. There have been dark ages before, and there is no reason to suppose that they cannot recur. No one can doubt that there is urgent need for action looking to the reorganization of our society and culture on a sounder basis, and many readers may be disappointed to find that I have offered no plan for action or even tried to evaluate the plans now current. However, they should remember that effective planning requires a thorough and comprehensive knowledge of both situations and materials. In the struggle with disease therapeutic measures may have to wait on systematic research into the nature and behavior of the organisms involved. The bacteriologist, working in the quiet of his laboratory, makes as great a contribution in the long run as the doctor working in the hospital ward. In the struggle with current confusion and maladjustment, the work of the reformer must similarly be backed by that of the social scientist.
